The varnashrama dharma Srila Prabhupada wanted to see was not of people following rules and calling it religion. He wanted complete surrender to Krishna's will to be the defining character of such a social system. It means that he wanted everyone to be a pure devotee, and a pure devotee can take up any order of the varashrama system because pure devotees are like that. They can fit any role Krishna wants them to. Through constant surrender, such a community could become a powerful instrument in Krishna's hands to being about the mass upliftment of trapped souls. The focus, as Rupa Goswami clarifies in Nectar of Devotion, is not to follow a set of fixed rules, but to obey Krishna's moment by moment instructions.
Each one of us is like a little mirror of consciousess. We can choose to feed on the light of others through manipulation or we can choose to polish our mind and let it face the Sun of Krishna's message. As soon as we are facing the Sun of wisdom, we can reflect that light into the world and become free from illusions while helping others to also free themselves.
